The Emergency Management Program Manager will support our Acute Care, Rehab and Joint Commission Facilities in the Phoenix, Arizona area with emergency management training, analysis, inspections, and overall network emergency preparedness and related regulatory requirements. Program Managers will collaborate with leaders and staff from across the network for implementation of emergency management and preparedness. Your responsibility will include assessments, planning, education and training to assist in supporting network wide emergency management and preparedness.

As an Emergency Management Program Manager, you'd be responsible for ensuring your business area/facility implements and maintains an effective emergency preparedness program that is consistent with Banner's system-wide program and serve as the primary point of contact and oversight for your assigned facilities.

This position is a hybrid assignment with normal business hours most of the time, but does include some occasional on call duties.

POSITION SUMMARY

This position has accountability for assigned Emergency Management activities for the Banner Health System, including all facilities and staff. Develops, coordinates, implements, and oversees the Emergency Management (EM) activities of mitigation, preparedness, response and recovery, including interagency response for the system.

CORE FUNCTIONS

1. Participates in the organization’s emergency management strategic planning and development of goals and objectives. Coordinates the development of facilities’ objectives that align with the organization’s strategic goals and objectives. Oversees their implementation and evaluates them quarterly. Coordinates the development and customization of an integrated healthcare system emergency management plan (EMP) and a system specific emergency operation plan (EOP). Incident specific plans in the EOP will include, but are not limited to, HCC activation, decontamination, emergency credentialing, evacuation, weather related events, and pandemic flu. Communication with senior leadership and staff related to the reporting of incidents as appropriate. Coordinates exercises and training, implementation, evaluation, and maintenance of the EMP and EOP.

2. Oversees the facilities' hazard vulnerability analysis (HVA) process on an annual basis. Based on the HVA findings, plans, coordinates, and implements exercises and drills to test and improve readiness.

3. Manages or supports facilities’ EM training and exercise program including tracking of competency-based training validation; designing, conducting, and evaluating required exercises; customization of exercise documentation; development and follow-up of exercise After Action Reports (AAR) and Corrective Action Plans (CAP). Response, recovery, evaluation, and follow-up of an actual event. Evaluation and follow-up will include an AAR and CAP.

4. Oversees the EM equipment and inventory supply list and rotation of supplies, including equipment needed in the HCC’s. Identifies and purchases additional equipment, supplies and services as appropriate and necessary.

5. Maintains current knowledge of applicable regulations including the Joint Commission, local, state, federal, OSHA, NIMS, and other EM related regulations and is responsible for coordinating activities that support compliance with the applicable EM regulations. Maintains current knowledge of EM best practices.

6. Establishes and maintains relationships with the community including other healthcare/pre-hospital agencies and local, state, and federal agencies. Coordinates the establishment of relationships and memoranda of understanding with local vendors and utility companies to maintain facility continuity of operations during and after an event or disaster.

7. Responsible for facilities’ specific grant management, by identifying hospital preparedness and communication systems grant opportunities, submitting grant proposals, managing grant funding and implementing grant benchmarks, if applicable.

8. Responsible for appropriate EM meeting oversight and participation in other facilities’ committees that are required to integrate EM related interdepartmental functions such as safety and security and EM Coordinator meetings.

9. Demonstrates effective communication and human relations skills which facilitate the emergency management needs of the organization, all of its facilities and staff, and surrounding community. Presents behaviors and actions which maintain Banner Health’s credibility, integrity and positive image. Provides liaison contact between the facilities and the community resources. Internal customers include various levels of organizational and healthcare personnel and management. External customers include other health systems, the surrounding community, and various regulatory agencies.

MINIMUM QUALIFICATIONS

Bachelor Degree in Business, Nursing or a related field, or equivalent related experience.

Must possess strong knowledge and understanding of disaster planning, emergency management or emergency preparedness as normally demonstrated through a minimum of five years of disaster management experience. Must demonstrate knowledge of disaster management regulations and compliance. Requires the ability to anticipate disaster management needs and prepare accordingly. Requires excellent interpersonal, oral and written communication skills.

PREFERRED QUALIFICATIONS

Masters Degree preferred. Certified Emergency Manager, Associate Emergency Manager, Certified Business Continuity Professional or Associate Business Continuity Professional accreditation preferred.

Additional related education and/or experience preferred.
